CiR2P Option 7 | Aid Conditionality
DISCUSSION:
Aid conditionality means targeting development assistance so as to achieve particularly policy responses from the recipient. For example, withholding development assistance and finance until confirmation that elections have followed proper process.
Climate action aid spans climate financing, knowledge and expertise, data and assessment tools, technical skills and equipment, and infrastructure and technology. Climate action aid aims to assist countries develop their economies using low emissions processes and technology, and or protect vulnerable human and natural systems from the physical impacts of climate change.
Climate aid should not be wasted. To limit waste, climate finance and technological deployment should be deployed in tranches that are sequentially unlocked as a consequence of advances in the recipient state such as the number of locals that graduate from donor funded training courses across a range of climate-informed technical and administrative areas that assist in the efficient allocation of finance and maintenance of technology.
