CiR2P Option 20 | Threaten or implement arms embargoes
DISCUSSION:
Arms embargoes are a type of sanction that can be used to coerce states and non-state actors to improve their behaviour in the interests of peace and security. They involve prohibiting the export or supply of conventional military equipment and or “dual-use goods”, as well as any associated funding and technical assistance.
“Dual-use goods” – items that can be used to achieve military and peaceful goals – are critical to successfully implement a climate action agenda.
Items that fall within the “dual-use goods” category can include a variety of electronic and computer components and systems, global positioning and navigation systems, aerospace technology, thermal, sensor and laser equipment, and chemical, biological and nuclear technologies and materials.
The climate-related tasks that these “dual-use goods” perform include, for example, tracking weather systems and providing early warmings should a severe storm approach, search and rescue functions, and firefighting. In addition, access to innovative technologies such as machinery and chemicals will be essential to build competitive low-emissions sectors and economies.
The UK, the US, the European Union, or the United Nations can apply arms embargoes of this nature.
Careful analysis would need to be undertaken to avoid doing more harm than good to the population at large.
